My guess is that it's a test of earthquake weaponry meant to jar loose certain faults. One of the results could have been the earthquake in Alaska.

The 17 second interval might have been intended to warn the Deep State that there is a major fault near DC, i.e., the fault that triggered a 5.5 quake a few years back. "The District of Corruption can be taken down," could be the message.
