Fecal bacteria can be found on everything used by the public - shopping carts, door handles, and don’t get started on subway straps.

Food handlers are not supposed to touch the product without sanitary tools or gloves. The counterpersons handle money, trays, and containers, not the objects to be eaten. Apparently ice cream cones fall outside this scheme, although the cone itaelf is paper-wrapped.
The touch-screen for customers is a nasty thing to use to conduct the transaction. So is recirculation of money.
