I think that is the situation. POTUS is going way theaterical in his viterupations of Mueller and IMHO it is for show, to keep the criminals in the dark about what Mueller is actually up to. And there have been NO LEAKS.

At the time it was considered that had President Trump wanted Mr. Mueller to head the FBI again, they could have applied to congress to pass an exemption and they would probably have gotten it since the derps in Congress would have been delighted to have the mull-er back in the saddle again.
