I think, have observed--that affect vs effect is in the eye of the beholder and the age of the dictionary or language manual.

A decade or 3 ago, I read in such a manual that affect was mainly used as a psychological term regarding someone's emotional affect--their mood, variability of their emotions etc.

And that effect had to do with effecting an outcome--e.g. The boss sought to put the agreement into effect.

I've tried to get a specific handle on it every so many years and have found the definition moves. I hate that kind of moving target. LOL.

And usage is worse than the language manuals because most folks have no clue which to use when. And usage is what foundationally defines a language. Manuals are always playing catch-up to usage.

I think the most common current use of affect is INFLUENCE. To influence an action or decision or outcome.

My 2 cents.
