Arguably he is right.
How is this a Federal issue? Did the doctor or patient cross state lines or something?
It is a local and state issue, and the bastards who run the states don’t have the guts to make and enforce laws against FGM.

You are right, the locals could easily also recognize this as a crime.

This choice made it into the TV show, The Good Doctor, where the surgeon reversed the procedure because some nerves still were vital but they did not tell the parents, so they (parents) could keep the myth that they did what is required by their beliefs. The young women kept her mouth shut too, because she wanted to enjoy sexual feelings later in her life as well.

Still seems to me that if they performed the operation on men, and it denied sexual pleasure, Men would stop it in a New York minute.
