I just did a real quick little search delve (not a dig, mind you!) and came up with this. It definitely seems to fit the pattern we are seeing. It DOES seem to be the case that they are close and perhaps getting closer....or at least would like to.

A table in this wiki page shows that Canada recognized Peoples Republic of China in the 70s before they were seated at the UN. The date was 13 October 1970.
