So, if the printing of ballots is controlled, and the number of ballots or provisional ballots is known, you can compare this number against the number voted or provisionally voted. Then, when the fraud has been committed, you go to the county and demand all the unused ballots from the “Secure” Storage unit where these are kept. If they can’t produce the difference in unused ballots or the rejected provisional ballots you have evidence of voter fraud.
