But it is at the state level that Repubs must win too, because those at the state level will be in charge, more than likely, of the 2020 redistricting, which directly effect the make-up of the House in DC.

This is why you must vote for a Republican governor. That way, even if the Democrats control the legislature and try to gerrymander the districts, you have a Republican governor to veto it.
The reason Maryland, for example, is so gerrymandered is that in 2011 it had a Democrat legislature and a Democrat governor. But the state is about to re-elect its Republican governor, so the redistricting is likely to be better than it was last time. If they try to do a gerrymander like the last time, Governor Hogan will veto it.
