Ellis Island was built to screen immigrants, not to accept all comers.

1925-1965: no immigration to allow assimilation.
Then Kennedy and Johnson assassinated the American Dream.
To screen legal immigrants.
One applied at Ellis island and was evaluated there. Admitted imigrants were legal immigranrs, while rejected applicants were shipped back to their country of origin without the chance of becoming an illegal immigrant.
Hart-Celler was the single worst, and most destructive, piece of domestic legislation of the 20th century.
