You ever been around after a hurricane? It sucks and I was prepared for it.
Now try living in a disaster zone without provisions.
They can’t take a bus when trees block the road and there is NO gas.
Can’t cut up the trees cause there’s NO gas.
People are real stingy with their food and water after the storm as well.

If it does, then the locals affected by Willa will be even less disposed to welcome the thieving penniless hordes into their area. Mehican government will face a quandry, whom do they protect and assist first?
