All the discussion on counting munitions and if those munitions were known misses a larger point. Saddam was hiding his research and development programs. He also had a lot of equipment that could be used for chemical weapons quickly.

If he didn't have new chemical weapons, he wasn't eager to get rid of his old ones. Saddam wasn't cooperating with inspectors, fired missiles at U.S. aircraft, and turned oil for food turning into palaces. He did a good job on his own giving the U.S. and our allies reasons to invade and get rid of him regardless of our mistakes.
