Chips are not just willy-nilly stuck on circuit boards - the boards are designed to have such and such chips at such and such design spec to do such and such actions. Quality control checks all these specs and rating. Any extra chips or chips out of spec would be spotted right away.
Mostly this story is aimed at driving stock prices low for options traders. Which seems to have worked, while peons get worked up about security - most of whom have no idea what is involved. Else just a plain fake. May as well say extra-solar aliens instead of Chinese.
