This is de facto saying that minorities are not as good as those students that passed auditions previously.

And that's really sad, because many minorities do well in the Arts. The lottery may not allow the talented, hard working students to be recognized. Just my guess, I'm not in the least artistic.

Indeed it is. Zoe Saldana got her start in the performing arts and even performed with a group in Brooklyn. If you have not seen the film “Center Stage”, I highly recommend it. Her performance in Swan Lake is magnificent.
