I’ve done a lot of work with Chinese over the years - even they are horrified by their countrymen’s behavior. Most are the spoiled offspring of the party elite. Hardly anyone else can afford to take any trips outside the region.
If the tourists are connected to the Party, that would explain the Chinese government getting involved.
