On the Waffle House Index, if a "...store is open and offering a full menu, the index is green. If it is open but serving from a limited menu, its yellow. When the location has been forced to close, the index is red," per comments from Panos Kouvelis, Ph.D., the Emerson Distinguished Professor of Operations and Manufacturing Management and director of the Olin's Boeing Center for Technology, Information and Manufacturing, in a 2011 EHS Today article about the Waffle House Index.
According to the tweet from Mike Seidel, a "Meteorologist/Field Reporter for The Weather Channel", per his Twitter bio, on Thursday, Sept. 13, it seems as though Waffle House in Wilmington, North Carolina, was operating at code yellow with a limited menu at the time. Elite Daily reached out to Waffle House for Saturday's code, but did not hear back at the time of publication.
Although the storm has technically been downgraded from a hurricane to a tropical storm, both Carolina states are still at a dangerously high risk for flooding and severe winds, so it's best to follow the evacuation orders in the areas of the storm as long as they are in place. Staying safe is the number one concern, so those impacted by Florence should keep an eye on current evacuation orders and the Waffle House Index to ensure safety while waiting for the storm to pass.

The Waffle House Index is an informal metric used by the Federal Emergency Management Agency (FEMA) to determine the effect of a storm and the likely scale of assistance required for disaster recovery.
An informal metric that I’m sure will find it’s way into some sort of republican-damning report to be shotgun blasted out across the entire world to accuse Trump of being a racist.
I remember these “informal metrics” when an article tried to tell us the size of a space station capsule using the phrase “About as large as a Starbucks”
I stopped reading all media after that. It was about as helpful as reading Cracked magazine.
There was a Waffle House in the Morehead City area with no power.
It was open with 3 items on the menu. Chicken, Burger, Hashbrowns.
Waffle House, along with other chains (such as Home Depot, Walmart, and Lowe's) which do a significant proportion of their business in the southern US where there is a frequent risk of hurricanes, have good risk management and disaster preparedness. Because of this, and a cut-down menu prepared for times when there is no power or limited supplies, the Waffle House Index rarely reaches the red level.

Don’t need a FEMA metric. I’m here in North Carolina currently enduring the storm.
