Well then (in the interest of promoting at leart minimal education) let’s point out that dogs bred for fighting and for herding huge lifestock need to be handled at all times by people trained for those endeavors, and it takes a blithering idiot to promote those breeds as pets for the general populace.
There’s no data in that story to support the claim in the OP.
The argument is similar to saying there’s no point in keeping jihadis out of the country because most murders aren’t done by jihadis.

This is really the best method of reducing the number of dogs and cats killed in dog pounds every year. A free or near free spay and neutering would allow the poorest to get their animals fixed. That means communities, cities, states, or the feds must subsidize the vets who do the work.
As for Pit Bulls; you would be better off talking to a rock. The ignorance here is off the charts. One of the best dogs I've ever had is a Staffie in the PB family. She's a mom to the other 3. Great dogs but like any good dog they must be treated with respect. You can't find a dog more willing to please their human which is also why they are so easily abused and made to be mean. I'd like to see the people who do that put in prison for the expected life of the dog. Ten years will do.
This sounds like the logic for denying the death penalty. “The rate of crimes do not go down if we execute criminals”, they say. “The crime rate drops 100 percent for the criminals executed,” is the retort.
Similarly, you can say the rate of dog violence does not go down with pit bull bans, but it should for the dogs that are euthanized.
