This doesn’t look like it was written by a bureaucrat to me. They write in a stale, mechanical, memo like style.
The op ed was crafted to be a persuasive piece. It has a well structured flow along the lines of an article that a seasoned reporter would write.

Or anyone with a recent degree? I don't care much for the work of most of today's seasoned reporters. Their work is the work of moronic, seasoned whores. That's no surprise, though. Most of them are required by their English instructors to be social perverts above all.

The main gatekeeper in my English department was the State N.O.W. President at the time. She weeded out conservatives who didn’t get her social and emotional approval (such as polite men with short haircuts and military bearing). That English department was in one of the poorer, less populated parts of the Midwest in a “state” university. And by the time I’m dead, most people interested in politics will be aware that problem in general. So proud alumni and university employees, stuff it!
