I think it's been changed so that no one has to pay union dues if they don't want to. The government unions need to be totally decertified...abolished.

Give all the drones performance tests and then fire most of them. Let the high functioning individuals stay, give them good salaries and slap on a hiring freeze.
Oh yeah, and make sure they are not RATs communists or mozlums.
