Yes it does but the system cannot sustain the weight and the advocates of ACA knew this. I do know there are those who cannot be denied care in many cases being one of the only positives of ACA. I have used the closest thing in America to a Socialized Health System in the VA and it will never be able to handle hundreds of millions more patients. I also was fortunate enough to be employed with incredible health insurance by my company when I had detrimental health circumstances. I am glad that I was not dependent on government for my diagnosis and care.
Nobody could be denied health care before the ACA either. It was just the matter of the health insurance games when it came to pre-existing conditions, if one had to be re-insured; but it was available and for cheaper than under the ACA.
