Health insurers warned that a move by the Trump administration on Saturday to temporarily suspend a program that was set to pay out $10.4 billion to insurers for covering high-risk individuals last year could drive up premium costs and create marketplace uncertainty.
The Affordable Care Acts (ACA) risk adjustment program is intended to incentivize health insurers to cover individuals with pre-existing and chronic conditions by collecting money from insurers with relatively healthy enrollees to offset the costs of other insurers with sicker ones.
President Donald Trumps administration has used its regulatory powers to undermine the ACA on multiple fronts after the Republican-controlled Congress last year failed to repeal and replace the law propelled by Democratic President Barack Obama. About 20 million Americans have received health insurance coverage through the program known as Obamacare.
Americas Health Insurance Plans (AHIP), a trade group representing insurers offering plans via employers, through government programs and in the individual marketplace, said the CMS suspension would create a new market disruption at a critical time when insurers are setting premiums for next year. It could also encourage more insurers to bow out of Obamacare.

Obamacare was the one aspect of Obama, which I supported. Americans have a very good healthcare system basically, but there are some who are left off, and for them it SUCKS.

Lots of people were able to get coverage with pre-existing conditions before Zerocare, and it was way cheaper. (Speaking personally here.) The last thing you ought to have supported was that abomination.

That part of crony capitalism and reimbursements for losses under ObamaCare ended in 2016.

We had an insurance system that was great until Hussein effed it up. No other insurance market in the country lets you enroll in a policy after you need to make a claim. That’s because that’s not insurance but welfare called insurance to make it seem more palatable.
Even worse, there was no way to make stripping people’s benefits away to give to others politically appetizing, so they lied about it, saying it was going to save everyone money and the plans would be great. It might have been the biggest political lie in US history.
It was not great, in that it left a section of American completely without coverage.
THAT was what Obama fixed.
Leave that coverage alone.
My coverage got much worse with Trump (& McCain), after getting worse with Obama. Both disappointments in the health area.
If I understand it they want to have President Donald J. Trump tweak the program like President Obama did. The time is and was last year to dump this leviathan.

Are you talking about Medicaid expansion or people on subsidized exchange bronze, silver or gold plans? Because the number of people on the latter is very small.
How about all the people who got kicked off their plans to pay for their (your?) insurance? I was one of those people. I just wanted my coverage to be left alone too. Where’s your concern for us?
We already pay $1,897 a month and I do NOT place President Trump. Members of Congress, them I blame.

I don’t see anyway out of the present system,
So create a free-market system, where patients pay CASH and doctors have incentive to deal directly with patients. Let that grow up next to our present corrupted, insider, government-run crony system, In 10 years, people will then have real choice.
So the gigantic rise in premiums when 0bozocare came in was what exactly?
The way it was 45-50 years ago. Health insurance plans paid for hospitalizations, necessary lab tests, etc. The patient, even with the top plans, paid for their doctor visits, shots, prescriptions, etc. Premiums were relatively low since the patient absorbed many of the expenses that people expect insurance to pay for today.
