I know that there have been cases like this; we had cases where women left kids in hot cars to gamble or have their hair done. But I think in other instances people are just too stressed and harried these days.

call it stress, multitasking etc,
it’s just a nice way to say the parent/guardian chose not to prioritize the priority.
Having a child makes caring for the child your #1 job until they are mature enough to do things for themselves and eventually live outside your home.
Especially little kids left in car seats, they have no chance of helping themselves to get out other than to cry and hope to God some one hears them and helps.
