That is what always bothers me when people talk about blackmail.
Blackmail only works if you care. Most of the time, if you admit the transgression, sincerely apologize and show you have changed, Americans are very forgiving.
What must these people have done that coming clean would be so terrible?

Maybe nothing. Maybe the Deep State has manufactured false evidence and is bearing false witness. Would any of us be able to stand up to the world’s most powerful intelligence agencies (with their vast resources and tradecraft) bearing false witness against us? Would you dare go public with the accusation that they made it all up?
Just look at General Flynn. He and his family would be bankrupted and ruined if he didn’t plead guilty to a completely false charge. I suspect the Flynn tactics are being deployed all over right now.
But McCabe gets fired and apparently is able to keep his pension — a payoff for being a good silent foot soldier. He isn’t being faced with ruination.
It sounds so huge, so evil, so complex that it is hard to believe it could be true. But we are in uncharted waters here and the evidence is all there.
