In June 1940, the FBI created a Special Intelligence Service (SIS) to collect intelligence in the western hemisphere, especially against Nazi activities. In 1947, a multi-volume history of this program was written.

The conclusion is likely based on Justice Department guidelines and not a result of evidence gathered by Mr. Muellers team, CNN reported.
The Justice Departments Office of Legal Counsel has held since the Nixon administration that a sitting president cannot be indicted, and the position was reaffirmed in the Clinton administration. It has never been tested in court, however.
Mr. Muellers team declined comment when contacted by CNN.
