He appointed Rosenstein due to people (embedded Democrat hacks) at DOJ telling him Rosensteing will be a good nuts and bolts guy, a good administrator. He will keep the DOJ running smoothly.
********* Look at my time line. You can see that within 3 weeks of Senate approval Rod Rosenstein layed his master blow of Trump Administration sabotage. Appointing Mueller as Special prosecutor. Of course Mueller, Rosenstein, Comey know each other and and have worked with each other in the past.
