groundhogs are extremely skittish creatures. They will flee quickly when approached by humans, dogs or any larger creature.
The fact this one didn’t indicates it was rabid or sick.

The groundhog obviously deserved it for not following the officer’s reasonable instructions of:
“SHOW ME YOUR HANDS!!! GET ON THE GROUND!!! STAND UP!! DO THE HOKEY-POKEY!!!”
And of course the groundhog LUNGED at the officer making the officer FEAR FOR HIS LIFE.

In a sane world, decent men and women would humanely put down sick or injured wildlife without getting a dozen levels of official clearance to do so.
A friend of mine shot a deer that jumped in front of his minivan and was mangled at roadside about ten years ago.
The biggest concern my friend had was shooting this terribly injured deer out-of-season and whether passersby would call-in license plates to report.

Wait till you find one of the creatures tearing up your garden or digging under your house foundation. There is a reason they are called varmints. My dogs kill them every chance they get. In some areas they can be shot when causing damage, on private property, w/o a license.
