Careful about casting your lot too hard with Congress. Separation of power is a good thing.

What has people confused is that the visible part of the current battle is intramural - the executive is at war with itself. Nunes and Congress can open that can of worms, but in the general sense (when the executive department is roughly honest), it is okay for the executive to hide prosecution activity from the Congress.
