The lifts had been taken out and those empty air shafts formed a chimney. There was also a lot of combustible material, such as wood and paper which helped fuel the fire, he said.
Tuesdays fiery collapse was expected to put a spotlight on housing problems in São Paulo, where several dozen dwellings have been occupied by fair-housing groups that take over and then fight for ownership.

Looked like it was out of control.
