A San Antonio police officer found the man driving around 5 mph on Loop 410 near Jones Maltsberger Road around 12:30 a.m. and attempted to pull him over. Officers say the driver didn't stop and continued to flee, slowly. Texas Department of Public safety troopers later took over the chase and followed him at 5 mph on a Loop 410 access road. Authorities said they almost captured him at a stop light near Cherry Ridge Drive, but he took off again.

Everyone here would be calling the police “jackbooted thugs” and “storm troopers” if they’d done anything that resulted in harm to the “suspect.”
Driving 5 mph?? They had time to build a brick wall in front of him.

No spike strips? You could jog past the car and lay down spike strips at that speed. I guess he just wasn’t enough of a danger at 5 mph to bother?
The article says police found him driving 5mph. Since they found him going 5mph he wasnt fleeing, he either ignored the police or was unaware the police were trying to stop him. My guess is the latter.
They got him without doing anything to harm anybody. Policing as ignoring should be

No one was in danger, so no need for amatuer theaterics such as spike strips or smashing the vehicle.

That would be correct. There was every reason and duty to do everything possible to bring the situation to a close without harming the driver. Its very possible this driver could have been having a heart attack or stroke or a dozen other medical emergencies. Whats frieghtening to me is how many on this board are generally conservative in nature yet seem to have a lust for police state tactics and power. The police did exactly the right thing in this case.
What if it was a medical emergency? A shooting would make the papers in no time.
If an officer jogged beside the car to get a better look and/or alert the driver? Sounds good until the officer is run over. Then you have two major problems.
I'll cut the officers some slack. Not sure of there is a policy on stopping slow drivers in the Lexipol manuals.

I know some one that did something like that in the late 60’s heading back to the crib, radio blasting, from The Ocean Mist on Ft Laud Beach to meet a babe that gave him the Ludes he ate causing him not to recognize the Biker Cop behind him with his lights and siren on.
Needles to say he went to jail for a spell.
I’d be going 5 MPH if I had to drive on that thing also. I AM A BIG CHICKEN WHEN IT COMES TO LOOPS AND WATER. :-(
