my initial reading is that the bridge that Q is referring to would be something that operates at a much higher layer, eg the OSI network model application layer. Perhaps what Q is referring to is a conceptual bridge between databases consisting of both raw and categorized data on individuals.
This ‘bridge’ could span multiple databases, multiple corporate entities, multiple media. For example, your bank has information on your bank account (no doubt stored in a relational database such as oracle). A timeshare resort company makes an unsolicited telephone call to you and reminds you that the telephone call may be recorded for “training and quality assurance.” in the background voice recognition (such as pioneered by apple and google) picks out a reference to refinancing and voila, algorithms connect the dots between your responses to the telephone call and your bank account(s), and send you via your email address an unsolicited advertisement for a home equity line of credit.
No doubt the NSA is doing something very similar. Near realtime data mining.

Yes. Thanks for the link. In S. West Mo. people suffered terribly due to the armies of the North and South confiscating food and supplies on their way through, but it was war time.
