We know that does happen. Happened here in the US someplace out west.
It can, sure. But that doesn’t mean it’s necessarily the case here. Trust but verify. :-)
It’s a scary and fascinating problem. Looks like there could be 4 reasons for it: draining of the aquifer, alluvial compression, load from construction, and tectonics. It’s that last one that I’m really wondering about.
