you're mixing up different things -- the CCs are private enterprises, with far less red tape
Logistics must be a headache in the Indian army where they purchase weapons from many different countries although Soviet Union/Russian is the supplier. - actually they've pretty much stopped that in new purchases. They don't buy American, but heavily buy Israeli and Russian.
