I read that, but when I looked up the difference between the Omnibus and Budget this is what I came up with:

Omnibus bill - Wikipedia

An omnibus bill is a proposed law that covers a number of diverse or unrelated topics. Omnibus is derived from Latin and means “for everything”. An omnibus bill is a single document that is accepted in a single vote by a legislature but packages together several measures into one or combines diverse subjects.

So what I am thinking, President Trump can use some of the ‘for everything’ monies and do the wall in some parts the way he wants...

Also, when all of this came up while he was President-Elect, there were some contractors who said they would help build the wall without any pay from him or the Government...and there was talk that anyone who wanted could buy a ‘brick’ with their name on it to raise funds to build the wall...

American People who love this Country will do a lot of things to help, they just need to be pointed in the right direction so many either one of the above could be looked at...

I’m not giving up on Our President EVER and I’m not giving up on Our Country EVER...so let us get our heads together and see what WE can do!!!

Budget: What the president proposes to spend - opening offer. Taken up by congress and passed into a budget resolution that is NEVER signed into law, and is only used to guide the "check writing" or appropriations process.

Appropriations bill: What Congress actually spends. Congress has the purse and the purse strings. This will track the budget in some areas, but not in all areas. This is signed into law.

By Congressional protocol, each Congressional committee has its own appropriations bill, resulting in 12 separate spending bills being considered, per year.

Omnibus Appropriations: Combining multiple appropriations bills into one appropriations bill, with the typical arrangement being all 12 (omni) in one spending bill.

You got it, HL! Ingenuity will get us the wall! Whether it’s pocket money or individual contributions.

Must be a hook somewhere in there that permits the Wall.

Remember NAFTA negotiations are coming so Mexican tariffs funds could be shifted to the Wall. Anything that’s legal.

What about a kind of Peace Corps team to build the Wall?

No, he cannot.

The "for everything" is merely the Latin translation for Omnibus. All it means in Washington DC speak is that all of the appropriations bills (that were not passed) are mucked up into one monstrosity in order to pass. But just because they are lumped together into one 2300+ page bill, each department's and agency's spending is specifically spelled out in the bill, including amounts, and what is allowed and what is not allowed. Spending comes with language. You cannot exceed the law. That's how people go to jail.

There is wiggle room within agencies and departments. But even then, you have to be careful. For example, in the Dept of Defense, there is Operations and Maintenance money (O&M). The law is clear about what this can be used for, and what it cannot.
