According to some scientist-y guy I’ve read, who actually worked there, HAARP could only do very, very local modification for specific purposes and short periods of time.
The myths about it are many, though.
It was not meant to be, nor can or could it be, a major climate disruptor in any way.

Modifying weather in the GULF can cause serious ramifications throughout the Midwest. For the past three years Southern Illinois and Missouri have seen monsoons in what should have been typical planting time with gentle rains, followed by severe drought.
This is not “natural”.
