CIA and FBI are not in the Constitution either, but exist under defense. CIA is HUMINT. NSA is SIGINT.

take Care that the Laws be faithfully executed (U.S. Const., art. II, sec. 3). So, yes, the CIA and FBI are constitutional.
I see no constitutional justification for the NSA.

I credit the poster with proposing rather to give the death penalty to the organization, and create a new organization or place the former NSA responsibilities to other agencies, Same with the FBI. Give the counter-intelligence to another agency and place the FBI directly under control of Justice so that they investigate what they’re told, when they’re told, and nothing else. Make them cops, in other words.
