It could be a response to Jared's security clearance being downgraded.
Or to Citizens, Inc. (stockmarket abbreviation CIA) being downgraded by rating authorities.
It's hard to find out what Citizens actually does or makes, but I guess it has something to do with insurance.

The CIA and NSA have been always trying to one-up each other. CIA was demoted to a peer of NSA when the Director of National Intelligence was established.
NSA and CIA are different. I could see some re-arrangement of pieces. Human intelligence of CIA, similar of DIA, and the “operations” component of FBI counterintelligence could all bundle together as human-sourced intelligence (parallel to NSA’s SIGINT and NGA mission) Analysis component of DIA stays in DOD, Analysis component of FBI stays in DOJ, and analysis of CIA would be folded into the Dept of State. CIA as stand-alone agency could be eliminated and any cross-departmental analysis would be appended to DNI.

Truman who started the CIA regretted it two years later saying the agency is rogue. The NSA as sinister as it may seem isn't rogue.
