Wasn’t the “Pulse Club” shooting have the same response from Law Enforcement?

I was thinking of posting that comment about Pulse Club shooting somewhere else on FR.
Anyway, I thought the new thinking was the first LEO on site was supposed to go in an engage the shooter.
BTW - Scott Peterson apparently was able to give an accurate description of the attacker. Doesn’t that mean he was pretty close to him?
Remember the cops blew a hole in the wall of the bathroom?
Did you see all the bullet holes on the outside of the building? I wonder how many people got hit with friendly fire?
