I am pretty sure you are not going to be a large maximum security prison there with the associated 1,500 extra people to run the place.
I haven’t been there, but I can look at a satellite photo as well as anyone.

There are always a lot of sealed indictments in federal court; it just means the defendant isn't in custody yet but might be arrested if he doesn't know he's been indicted.
And, by law, no one indicted by a civilian court can be sent to Gitmo.
