Later, the decision of consolidation from over 5,000 to less than 1,500 employees came via an Excel spreadsheet sent to every employee, wherever they had been sent.

I’m with you on this one. Could not make heads nor tails of either statement (not sentences).

1. NOLA-VA sent employees across the nation, since the facility was DESTROYED. (I imagine with 13 years behind the event, you might not have heard about it.)
2. NOLA-VA had over 5000 employees, but no facility, so all of us were sent to another VA facility, to keep working.
3. NOLA-VA in the aftermath of losing a major facility, and THE facility for the southern half of the state, scrambled to maintain some presence in the affected area.
4. NOLA-VA was directed to downsize to a large clinic, henceforth, from over 5000 to 1500 employees, who were still stationed across the nation.
5. NOLA-VA via email sent an EXCEL spreadsheet to each of us 5000, noting who would be retained and who would not.
6. I suggest the same method of downsizing be done to the FBI personnel.
