I think there are circumstances in addition to Queen Victoria's in which a woman can propose, but this is just looney toons.
I never proposed. As time went on, discussion about the future crept into conversations, and we jointly decided we wanted to get married. I never had to ask her as such, because there was no need to officially get on one knee and propose.
I proposed to my now husband. Big deal. He couldn’t wait. I wanted to make him happy. ;)

Men should stay single so they keep their time, energy, family, friends, hobbies and resources.
I didnt ask my wife to marry me. I told her I going to marry her. She said, I know!
I’ll be impressed when women propose with a ring in one hand and a signed premarital contract in the other that guarantees that the man will keep all of the money he earns and all of the stuff that the money he earns pays for.
