Only the bad guy in the room would be able to open the window.

No windows in skyscrapers open from the interior, they are sealed in place during construction. They aren't even windows in the light and ventilation, home build sense of the word. They are structural glass panels and more like a facade.

Not in the USA, but things are different in China. You don’t have to worry about slip and fall lawyers, you only have to worry about staying on the right side of those with political power.

A similar example, is that in China, the doors to the roof are mostly unlocked, and you can just go up to enjoy the view.
