I think it is an "individual" girl outside of a commercial establishment that is the point. When we see them outside of grocery stores, department stores, etc., the time/location is procured by the district - who tries to keep it somewhat even for all troops.

Something that gets lost in the anti-scout message, is that the money raised by the girls is shared by their troop and their local council. None of the cookie profits go to the national organization (they are paid by the bakers for the exclusive manufacturing contract). So buying cookies from the girls down the street go to the benefit to the local girls/troops/councils.
