Only the Committee and the President have a role. The President can only recommend against release, the rules do not give the Executive branch the power to make modifications. If the memo is modified by the committee, then the 5 day clock starts over.

I suppose so. IF they want to be prissy about it. I doubt POTUS will be prissy. Doubt the Committee GOP will be prissy. Schiff for brains might well be ... but I think he's treading a very shaky thin line or high wire ... if the indications about the hotel in California are true.
Actually, he may be trying to do a frantic hoe-down stomp on very very thin ice.
