Completely off the wall, wild speculation:
Perhaps Q is someone at Twitter (or FB, Google, etc.). A closet conservative. This Q would see “shadow banned” tweets, etc.
My bet would still be on someone high in the Trump administration, maybe Trump himself. But just thought I’d throw this possibility on the table.
Is there any other application of the Apache BESIDES neutralizin’? Surely Assange isn’t still hung up on that theatre.
Most Americans don’t appreciate the concept of rough men or even know of it.

Did anyone think of checking the photo for information? Don’t photos have info in them that tell data about them such as camera, sizes, time, etc?
possibly from Twitter. He predicted the temporary shutdown of Trump’s Twitter account.
Maybe this is a stretch, but maybe it is such a seeing those people are murderers?

But the real point is, Wikileaks' tweet has nothing to do with Q (nor with Assange's possible extraction, nor with Fort Apache, nor with a second-rate httpd). Wikileaks was just taking the occasion of the Army's tweet to snarkily showcase their 2010 disclosure.
