Bear in mind that, back then, a suit of clothes cost a weeks pay or more. They didn't have cheap screen printed t-shirts and polyester junk. A man might own one or two suits, half a dozen shirts and only one or two pairs of shoes. And, of course, a hat. Grown men did not wear baseball caps, underwear or shorts out in public; certainly not in the city. Women who were not prostitutes knew better than to dress like one. This was before the government took over the schools.
