From another article, it seems that the dad didn’t take the kid in for treatment until he had symptoms.
Earlier article said child cried about getting shots so father didnt take him to the doctor when it happened. The article said the Milwaukee Protocol has been used successfully on 18 people worldwide and 2 were teens.

There has been at least one recovery, but that might almost be a miracle. If there is any chance of rabies exposure the post exposure shot series is essential.
He didn't want shots so his buddy-dad (not a parent-dad) didn't seek them, figuring soap and water would suffice...
It doesn’t work once the victim begoms symptomatic. The boy was symptomatic before the family took him to the clinic.
