Just thinking, why is it the kick holder can have his knee on the ground in college football. Why isn’t he down immediately after catching the ball because yhey always have a knee down.

They changed the rules many years ago allowing the holder to have a knee on the ground in college football.

Rules of the game.
A lot of them don't make any sense.
But then, why is the game called "football", since they're not allowed to kick the football around between the players to advance it? The only time the "foot" side of things is involved is during kickoffs and punts (and then only to the opposing team), and extra points and field goals. Any "soccer" player will think of the "football" rules as contradictory and senseless.

Same reason a QB can spike the ball to stop the clock and not get busted for intentional grounding. Rulebook exemptions.
