Following its launch from Florida's Cape Canaveral Sunday night, the satellite, codenamed Zuma, failed to remain in orbit, the official said.
Northrop Grumman, the defense contractor that manufactured the payload -- reportedly a billion-dollar spy satellite -- told ABC News its mission is classified and declined to comment on the loss of the satellite.

Sounds to Me like the Launch Vehicle did it's job but the Payload had problems.
The one thing I know is that we need private corporations in the space race. We can tolerate a few failures, otherwise known as expensive R&D. The govenment is never going to make commercial use of space and its infinite resources. Rich entrepreneurs will. This will lead to some of us getting off this planet and away from liberals. It’s our only hope.

My theory is that it is a “stealth” satellite, it’s in orbit, functioning as designed, and the story about “failing to achieve orbit” is a smokescreen to keep people from looking for it.
I have you reach the desired orbital height and velocity, the payload cannot fall into the ocean. Something about this story is off.

Many Freepers can commiserate with the Intelligence Community for losing their satellite in the ocean, since many of us have similarly lost beloved firearms in fishing/boating accidents.
