He was outright not a “natural born citizen” because his father was not a US citizen and his 17-year old mother could only confer US citizenship on US soil. He was born in Kenya. That’s why they had to fake the Hawaii birth certificate, which allowed births to be registered after-the-fact in those days.

IIRC, she couldn't even do that at the time. She needed to be 18 at the time of his birth in order to confer citizenship according to the law in place at the time.
