if they won... they why are they still rebels? THEY would be the government ... a new republic... not rebels.

They weren’t. They were the New Republic. Then the First Order started, and they rebranded their military arm as The Resistance. We just keep calling them rebels but they actually aren’t. Although now that the FO has functionally won maybe they’ll be rebels again.
