Tough story that has repeated over and over for millennia.
Given the amount of alcohol being consumed tonight, and all the global warming going on tonight, tomorrow should be interesting, and perhaps a bit sad.
It never was a town that I wanted to spend my leisure time in, but Union Carbide was a good company that had a bad break.
Decades ago my dad’s uncle, a stone cold alcoholic, was found dead in a snowbank with a bottle in his hand outside a teenie little town in northern Michigan. Went out to pick up the mail and had a heart attack..........
It's not a simple yes or no:

how sad, and here I’m worried about the feral cats in my neighborhood, putting out food by my climate-controlled storage room, so maybe they’ll use the doggie door, and using handwarmers to keep the water above freezing ....
This may be uncommon in WV, but I expected to read about 2 or 3 of these situations every year when I lived in Minnesota.
Even if they could, the ACLU and the liberals would immediately move to stop them, just as they did with the mentally ill. Reform was needed at the institutions but the answer was not to dump them on the streets in the name of freedom.
Very uncommon as it does not get this cold here. Then again it proves Al gore is wrong, know what I mean?
Minnesota? In Frost Bite Falls? When you get that let me know.
Yeah, he probably won’t make it thru the winter. He is a butthead even when he was in a program. Dunno what demons are driving him.
I was from Grand Forks. I know what you are talking about.
Prisons are the new asylums. Saw it firsthand.

That is not working in California because they are letting them go early.
It was working as well as could be expected in California, when I was there. I dont think AB109 was based on their mental capacity, and most of us thought AB109 was garbage.
Now its littered with wal mart bags like tumbleweed.

LOL.
Walmart probably furnishes 75% of the
small trash cans liners used in the USA.
Yes indeed I believe you do! As cold as it gets here GF tends to be 20 degrees colder than anywhere else in the state.
You know, after years working in the business, I guess I have come to the conclusion that most of them just like to get high.

You have no idea! It’s so bad I actually donate my bags to thrift stores for them to re-use. Recently I started going back to paper bags because they hold more and still had a lot of those! Donated those to the thrift stores. They are more than happy to take them.
